COMPULSORY SCHEME STATEMENT BY MINISTER [BY TELEGRAPH —PRESS ASSOCIATION*] CHRISTCHURCH, Tuesday Power to enforce discipline and service in the Emergency Precautions Services will be taken by the Government soon, according to the Minister of National Service, the Hon. R. Semple. Speaking at Lyttelton, the Minister said: "We must have and will have, within a few days, compulsory discipline and compulsory service under the scheme. We must have a post for everybody and must see that everybody is at his post. Each "man must be trained for whatever task he is allotted."
