GERMAN MEASURES

A Moscow communique states that the population of Rumania has risen in armed revolt against the Germans. This resulted in the German commander publishing an order threatening terrorists with immediate execution. It is said that 'Stalin's call for guerilla warfare brought an instant response from Russian peasants and townspeople in territory overrun by the Germans. It is also stated that German prisoners have reported that the Gorman Army is compelled to provide tank escorts for gasolene trucks going toward .the front.
• The Soviet Tass Agency says that the discontent of the Rumanians with the Germans and General Antonescu, the Rumanian Prime Minister, is taking the form of armed revolt. Struggles are developing in many towns and villages •gainst German and Rumanian troops.
The Moscow radio reports that Babotage interrupted communications between Bucharest and Jassy.
A message from Rome says a revolt broke out among the Rumanians at Jassy on June 27, but German troops ■uppressed it after three days.

Therefore, President Roosevelt, as commander-in-chief, rather than Congress, should decide whether or when the United States •hould enter the war against Germany. Bishop Hurley said that German sympathisers in the United States were trying to picture the Russo-Gerinan war as * holy crusade against Communism. "The bald facts are that Germany, in violation of her treaty, launched an unprovoked and undeclared war of aggres•iun against the Communists, her former partners in crime," he added. "The recluse of Berchtesgaden is badly cast for the role of Peter the Hermit. The Naasi remains Enemy No. 1 of America Wd the world."
