DELAY OVER SERVICE RATIFICATION FORMALITY SYDNEY, March 30 The Federal Minister of Air, Mr. J. V. Fairbairn, says there is likely to be some delay in the starting of the Tasman air mail service as, after the agreement has been signed, it will have to be ratified by tlio Parliaments of Australia and New Zealand. Mr. Fairbairn suggested that the New Zealand Parliament, whicli would not ordinarily meet until May, might see fit to hold a special session for the purpose of ratification. The New Zealand Minister of Defence, the Hon. F. Jones, said yesterday in an interview with the Herald that as far as New Zealand was concerned there was no need for a special session of Parliament before the service could commence. He did not know of any reason why the agreement could not be ratified by Parliament after the service had started.
