APPEAL TO BRITAIN TRADE TALKS AT DELHI (Received October 26, 5,5 p.m.) I,OX POX, Oct., W> The president of the All-India Congress. Rajeudra Brasnd, lias instructed the Provincial Corninittaci to refrain from violence and aggressiveness, says a message from Bombay. The orders will bo operative when Congress members of State Ministries resign, probably next week. The Premier of Bombay has submitted a motion to the Assembly urging the British Government to applv - the principles of democracy to India", and regard her as an independent nation entitled, to frame her own Constitution. - In London it is understood that negotiations nro taking place between India and Ceylon for a conference at Delhi about the third week of November for the .purpose of trade negotiations arid 'discussions on questions of emigration and immigration, and on other outstanding matters of common interest, s'ays a British Wireless message.
