NAVAL HISTORY MADE PROMOTION OF ARTIFICER For the first time, the half-yearly promotions of the British Navy include an engineer-captain who joined as an artificer. Kngineor-Captain S. 0. Frew, at 49. is the first artificer ever to attain that ranis. He joined the service in 1900, and served on the lower deck for 11 years. In 1916, when he was 26. he won his commission.
