LEGISLATION AND TALK THREE b\LLS introduced THE TAXATION MEASURES BUSINESS FOR NEXT WEEK [BY TELEGRAPH —SPECIAL REPORTER] WELLINGTON, Friday A Finance Bill and the Land and Income Tax (Annual) Bill, giving legislative effect to the taxing proposals outlined in the Budget, were introduced in the House of Representatives to-day and read a first time. The Finance Bill also authorises the Government to borrow £22,700,000 for public wojks,. housing, defence, capital expenditure and other services. When the House rose at 5.25 o'clock this afternoon the acting-Prime Minister, the Hon. P. Fraser, indicated that the financial debate would probably conclude on Tuesday and that discussion on the Finance Bill would begin oil Wednesday. A third bill was introduced in the Hotiso to-day. It is the Pharmacy Bill, a measure to consolidate the law relating to pharmacy and to give effect to undertakings under the pharmacy plan. The bill was read a second time pro forma and referred to the Industries 'and Commerce Committee and the Health. Committee. Five speakers took part in the financial debate to-day. Mr. J. G. Cobbe (Opposition Manawatu; deplored criticism of tried methods of finance and also, discussed the Government's financial policy. Mr. H. E. Combs (Government Wellington Suburbs') criticised some aspects of control of the Public Service by /a commissioner and referred briefly to the efficiencv tests. Mr. A. G. Osborne (Government— Onehunga) made a plea against the centralisation of industries and spoke in support of the import restrictions. The'debate was enlivened bv passages between the Minister of "Public Works, the Hon. R. Seniple, and Mr. H. G. Dickie (Opposition—Patea). while Mr. Dickie was speaking of Public Works. The final speaker was Mr. J. Hodgcns (Government— Palmerston North).
