GERMAN FUNDS IN FRANCE PARIS, Aug. 13 Tho French Appeal Court has ruled that the German laiv forbidding the export of capital from Germany is contrary to public order and not applicable to France. This decision upholds the seizure of German capital in France to pay a German company's debt to a refugee doctor. 1
