.GENERAL FRANCO'S EDICT FASCIST PARTY SUPREME BURGOS, Aug. 4 The Spanish loader, General Franco, had issued a decree that tho Phalango Party (Fascist) shall bo Spain's only political party, absorbing the Monarchists, with himself as nominal head and delegating his powers to an unnamed leader responsible to him. The decree establishes a political junta of 10 members appointed by General Franco, which with delegates representing foreign affairs, education, tho press, and women's and youth sections will meet monthly.
