DEFENCE PLAN
EASTERN WATERS SINGAPORE BASE BRITISH COMMANDER ANGLO-FRENCH FORCES By Telegraph—Press Association—Copyright (Received June 25, 5.5 p.m.) SINGAPORE. June 24 The defence conference between British and French Staff officers has already reached full agreement on the main points of discussion. The rapid progress of the talks is due to the thorough preliminary work carried out by the allied staffs ;ind to the complete accord among the delegates.
The conference is likely to disband early to allow the British Commander of the China Squadron, Admiral Sir Percy Noble, to return to China at the earliest possible moment in view of the threatening situation tli-'iv.
The two main points, which wore decided within a few minutes at the first meeting of the conference, were: That Admiral Sir Percy Noble be commander of the Anglo-French forces and that Singapore be the base from which all Far Eastern activities shall be directed.
A problem which evoked a long discussion was the position of Siam. It is understood that the conference was told that Siam is friendly and wishes to remain neutral, but felt that she would inevitably be forced to take sides if war broke out.
