FAILURE OF ATTEMPT EX-KAISER'S OPINIONS LONDON, June 20 Providence had not intended him to have a world empire, said tlie exKaiser in a talk with the secretary of the London Free Church Federation, the Rev. E. J. T. Bagnall. While attending a conference in Holland, Mr. Bagnall asked for . an interview because lie had met tho former Kaiser before the war.
