FAILURE OF ATTEMPT EX-KAISER'S OPINIONS LONDON, June 20 Providence had not intended him to have a world empire, said tlie exKaiser in a talk with the secretary of the London Free Church Federation, the Rev. E. J. T. Bagnall. While attending a conference in Holland, Mr. Bagnall asked for . an interview because lie had met tho former Kaiser before the war. The ex-Kaiser added that all historical attempts to achieve world domination had failed. Mr. Bagnall said the ex-Kaiser conducted a service in his private chapel and preached a sermon to his household. He was a changed man. He was still mentally and physically virile, and was happier now ruling a Household instead of an empire.
