COST OF REARMING
LOWER LIVING STANDARD WARNING'TO NATIONS GRAVE HANDICAPS NOTED LONDON. May 30 The effects of rearmament on standards of living are discussed in a report by Mr. J. G. Winant, the recentlyappointed American Director of tho International Labour Office. The report is to bo presented at Geneva next week. Mr. Winant expresses the opinion that the diversion of a substantial part of the total income of any nation from useful production services to armaments
reduces its standards of living. Costs are added to each loaf of bread, to every acre of land cultivated and to tho length of the working day. Tho point might come when defence expenditure would cause actual starvation in nations of the lower income groups. It was to be hoped that before this happened some general international settlement would intervene.
