SAFETY SCHEME

AIR EAID PRECAUTIONS PROTECTING CIVILIANS TECHNICAL GROUPS APPOINTED A further step in the setting up of the machinery of tho Air Raid Precautions and Emergency Organisation for the Auckland metropolitan area was taken at a meeting of the council of the movement hold at the Town Hall last night, when the personnel of a majority of the technical group committees was approved. The Mayor, Sir Ernest Davis, presided. The purposes of the plan now taking shape are to provide simplified, but systematised and practicable, machinery for tho mobilisation of man-power and resources for air raid or other emergency precautions, and the organisation and protection of the civil population in tho event of such an abnormal situation. Tinder this, every man or woman would know his or her job, and the authorities would be aware of the approximate available resources of every description in the area. Activities In Emergency The Mayor said that substantial progress had been made since the organisation nine weeks ago adopted the plan designed to cope with any unforeseen emergency which might arise in _ the metropolitan area. The activities of the organisation were entirely civic in character, and were directed toward the protection of the civil population should the necessity arise. In effect, it was aiming to provide "shadow" machinery which could bo called to function immediately in any national emergency. There was no connection whatever between these activities and tho responsibilities of the military authorities. Sir Ernest said that, following on the adoption of the scheme on February 2.| bv a conference of local authorities and other public interests, nominations tor the personnel of the seven technical group committees had been invited, so that a start could be made with survey responsibilities.
