FIFTY YEARS AGO
THE IRISH QUESTION The possibility of a settlement of the Irish trouble being reached 50 years ago was contained in the news of a plan outlined by Lord Salisbury. The following is an extract from the Kew Zealand Herald of March 22, ISS9: "Lord Salisbury has been speaking on the Irish question at Watford and given a forecast' of the policy which the Ministry moans to carry out in Ireland. The first and foremost duty of the Government is. to restore order and enforce the law. When that is accomplished remedial measures will follow. It is purposed to promote the cultivation of the land bv grai ting small occupiers special advantages. As_ the land question lies at the root of the Irish trouble, this is a wise and nccess?ry It * s a ' so the intention of the Government to bring in a local Government measure, which the Premier is confident will deal a death blow to the agitation for home rule."
