JAPAN'S INTENTION EXTREME MEASURES PENSIONS FOE VICTIMS DECISION IN NANKING By Telegraph—Press Association—Copyright LONDON, Feb. 2a The Nanking puppet Government decided, after a meeting by members of the Japanese Army command, to send militia to the outskirts of the Settlement and the French Conces~ sion "to exert a stricter supervision of recalcitrants and to permit the execution of suitable measures, i£ necessary." Pensions are being awarded to the families of terrorists' victims, beginning with the family of Chen Lo, who will receive 100.000 dollars in recognition of his work as Minister of the Interior in the Nanking Government. A message from Tokio states that the Foreign Minister, Mr. Hachiro Arita, in the House of Peers, said Japan was considering drastic means to end the Shanghai terrorism. He declined to give details, but declared:. "Shanghai is a Jewish fortress." Japanese aircraft made a third mass, attack on Lanchow and bombarded Pingliang, on the Soviet munitions, route. Twenty-six Chinese, pursuit machines engaged the raiders at Lanchow. The results are unknown. It is reported from Chungking the authorities afb demolishing one quarter of the houses throughout the city and are creating fire lanes as precautions against air raids. The British and United States Consuls at Hankow have protested to Japan against gendarmes' treatment, of foreigners. The Foreign Minister, Mr. Hachiro Arita, called on Sir Robert Craigie, the British Ambassador in Tokio, and conveyed an apology for the bombing of British territory at Shumchun. Foreign Office circles state that compensation will be paid. It is officially announced that the Japanese have designated two safety concentration points in Killing immune from attack provided they are not used by Chinese troops. Lancashire manufacturers are negotiating with the Chinese Government for the supply of 20,000,000 yards o£ cloth valued at about £700,000.
