FISHERIES DISPUTE
JAPAN AND RUSSIA TOKIO, Feb. 1G The Japanese Foreign Office has instructed the Ambassador at Moscow to press for an immediate settlement of the fisheries dispute with the Soviet. Japan will take "unreserved and appropriate measures" unless Russia reconsiders her attitude.
