FASCIST COUNCIL
REPORT ON MEETING SILENCE ON FOREIGN AFFAIRS LONDON, Feb. 16 The Fascist Grand Council's morning report merely announces a scholastic charter to ensure that teaching, from the kindergarten to the university, shall be on a strictly Fascist plane, says the Rome correspondent of the British United Press. It orders that membership of semi-military school ■organisation! shall continue to the age of 21.
The absence of mention of foreign affairs strengthens the view that Signor Mussolini his pigeonholed his revelation of Italy's . "natural aspirations" until the next meeting of the council on March 21, when the inauguration of the new Chamber ci Fascist Corporations might be regarded as a suitable occasion for his pronouncement.
