AEROPLANE PURCHASE
GENERAL OVER-RIDDEN (Received February 17, 6.5 p.m.) WASHINGTON, Feb. 16 According to testimony ofFered by Mr. H. Morgenthau, Secretary of the Treasury, before the Military Committee of the Senate, President Roosevelt personally over-rode the chief of staff, General M. D. Craig, and permitted the French to purchase 100 American bombing aeroplanes. General Craig objected, contending that the purchase might interfere with the United States Army's ability to procure necessary aeroplanes on order to meet its requirements under the new defence programme.
