Hertzog, will introduce in the South African Parliament^.,three drastic bills "for the maintenance of tho order and safety of the State." The first of the bills seeks to prohibit the publication or utterance of insulting or slanderous attacks upon the heads of other States, and also the utterance of untruths at public meetings. The second bill deals with the improper participation of teachers in party politics, and the third provides for the xegistration of all societies except charitablo and aesthetic societies. The latter bill is aimed chiefly at the subversive activities of secret organisations.
