PROPOSAL FOR TRANSFER RELEASE FROM INSTITUTIONS CHARGE ON PRIVATE HOUSES Independent Cable Service i BERLIN, Dec. 29 The chief of the municipal hospitals, Dr. Conti, reveals that he is considering the transfer of about 800 Jewish inmates of institutions for the insane to Jewish-owned houses under the care of Jewish doctors, thus shifting the upkeep to tho Jewish community. It is estimated that at present they are costing the city over 2,000,000 marks annually. AMERICAN CITIZENS MANAGING BUSINESSES REQUEST FOR ' EXEMPTION BERLIN, Dec. 29 The United States has sent a Note to the Foreign Office requesting an as•urance that American citizens will be «xempt from the law not allowing Jews to manage businesses.
