RULE IN KWANTUNG
REORGANISATION SCHEME CHUNGKING, Dec. 21 The Chinese Government has ordered the complete reorganisation of the Kwantung Government. General Li Han-wen has been appointed Governor and Commissioner of Civil Affairs, Mr. Ku Li-chun replaces Mr. T. V. Soong as Finance Minister, and General Chang Fa-kwei has been appointed Commander-in-Chief of South China.
NOT CONFIRMED JAPAN'S PEACE TERMS LONDON, Dec. 21 News agencies in London have not received confirmation of tho Japanese peace offer cabled yesterday. Opinion in London is that China will not respond and will be more determined to struggle on under tho encouragement of credits from Britain and America.
