DISCOVERY IN SPAIN DOCUMENTS SEIZED DIPLOMATIC BAG USED BBITISH VICE-CONSUL By Telegraph—Press Association—Copyright British Wireless LONDON, Dec. 20 It is reported that a package containing what is described as incriminating matter has been found by Spanish Nationalist frontier authorities at Iron in a consular bag despatched by the British Vice-Consul-ate San Sebastian to the British Embassy at St. Jean de Luz. It is understood that a full investigation is being made by the Spanish Nationalist authorities who are receiving the co-operation and assistance of the British authorities on the spot. The British Vice-Consul at San Sebastian is Mr. Harold Goodman. Although he himself was carrying the bag containing the package referred to, no suggestion has been made from any quarter that lie otherwise is in any way personally implicated in the incident.
MILITARY SECRETS FRANCO'S OFFENSIVE SURPRISE FOR VICE-CONSUL HOW PACKET WAS FOUND (Received December 21, 7.40 p.m.) LONDON, Dec. 21 The incriminating matter in the Consular bag is understood to include maps used by General Franco's general staff and information valuable to the Government of Republican Spain, says the Australian Associated Press correspondent. It is also revealed that the Consular bag has been so used for many months. The Daily Telegraph's correspondent says the frontier authorities informed Mr. Goodman, the British Vice-Consul, that they had reason to believe an irregular packet was contained in the Consular bag. Mr. Goodman replied that that was most unlikely, but opened the bag for search. Apparently the matter had been placed in the bag by a person with access to it at the Vice-Consulate. It is understood the bag contained information regarding General Franco's coming offensive on the Segre sector in Catalonia. Many arrests have been made at San Sebastian as a result of the discovery, and it is reported that they include several of&cers of General Franco's general staff.
