POLICY OF GOVERNMENT ACCEPTANCE OF POSITION FRIENDLY FOREIGN RELATIONS PRAGUE, Dec. 13 The Premier of the new Czechoslovakia Republic, M. Rudolf Beran, to-daj r made a statement on foreign policy. Ho said the foremost task of his Government would he the establishment of friendship with Germany. Ho hoped that Herr Hitler would understand the mind of tlio Czech people after the recent storms. "Wo will adapt ourselves to what is absolutely inevitable without renouncing our inalienable rights or national interests," he added. M. Beran said ho would also seek to extend relations with Britain, France, the United States, Poland and Hungary. Events in Europe did not permit of optimism, but because of the urgency of internal reconstruction, Czechoslovakia did not desire to reenter the international sphere. A bill has been introduced enabling the Government to rulo by decree for two years, with power to alter the Constitution. The crisis decrees limiting the freedom* of the press, meetings and propaganda, will bo extended for three months longer.
