domestic matters, of which the secondreading debate on the Criminal Justice r Bill, providing for important penal reform, will occupy chief attention. A statement will be made on Thursday by Sir John Anderson, Minister of National Defence, on the Government's proposals for organising voluntary national service. The newspapers anticipate that it is intended to compile a national register on a voluntary basis, and that a comprehensive scheme will be outlined for offering guidahce to the public.
