AUSTRIAN DEBT QUESTION GERMANY ON BLACK LIST (Received November 27, 5.5 p.m.) WASHINGTON, Nov. 20 The State Department has instructed the Berlin Embassy to deliver a further Note to Germany insisting that she assume tho Austrian debt obligation to the United States. Jn the meantime President Roosevelt oflieiall.v proclaimed January 12 as the date for giving oJFcct to tho AngloAmerican trade treaty, and he has retained Germany on the black list.
