CO-OPERATION ESSENTIAL

MODERN INDUSTRIAL NEEDS [by telegraph—own correspondent] WELLINGTON, Saturday Town and regional planning will heroine a real driving force in the development of New Zealand orilv when the business and professional classes, together with local bodies, collaborate in the working out of practical schemes based on sound theories stated the president of the lown Planning Institute of New Zealand. Mr. M. G. MeCaul, in his address tn members at the annual meeting in Wellington. "With many new factories being erected each year it is important that they be situated conveniently to labour and supplies of raw materials.

"The city authorities have a duty to perform here by so zoning the areas under their control that suitable lands will always be available for new industries without disturbing other amenities equally desirable, or depreciating property values previously created."

Mr. McCaul said that the steadily increasing number of problems arising that affected two or more local governing bodies, and which could not be solved by one without the active cooperation of the others, had made the formation of regional committees desirable and essential to the efficient working of tho local body system of government. If local governing authorities did not show sufficient foresight to form such committees from their own personnel he felt sure it was only a matter of time when many of their powers and responsibilities would be assumed by the State, to the serious weakening of the system of local body government.
