LOYALISTS OPTIMISTIC FRANCO'S HEAVY LOSSES "ARMY DISAPPEARING" (Received October 21, 7.5 p.m.) V LONDON, Oct. 20 The Spanish Embassy reiterates that the loyalists will not mediate nor negotiate until the last foreign volunteer has loft Spain. The loyalists are optimistic regarding the course of the war since General Franco's army is swiftly disappearing in the intense struggle in the Ebro region, where he has lost 80,000 men and a large proportion of officers who are irreplaceable. On the other hand, the loyalists' losses do not exceed 40.000. General Franco has not made headway, in spite of the dropping of £15,000.000 worth of shells.
