IMPROVED CONDITIONS TENURE OF APPOINTMENTS (Received October 14, 0.5 p.m.) British Wireless RUGBY, Oct. 13 An Army order issued to-day deals with the application to tho Territorial Army of certain of tho measures recently introduced to improve the conditions of commissioned service in the Regular Army. Circumstances differ materially in the two forces and the reduced ages fixed for a regiment, introduced to stimulate the promotion and regular flow of intake and wastage in the Regular Army, will not, therefore, generally apply to tho Territorial Army. The system of time promotion to tho ranks of captain and major is also not appropriate. The normal tenure of Territorial Army appointments will bo reduced in line with the Regular Army from four years to three, but to maintain a practice of proved value in the past in the case of Territorial Army appointments, extensions will still be permitted. New rates of pay, with effect from November 1, are also announced.
