Friday Proposals that special motor-car-plates be issued to learner-drivers at a cost of ss, and that a testing fee of 5s be charged in addition to the usual licence fee, have been submitted to the Hamilton Borough Council by the chief traffic inspector, Mr. W. li. Nicholson. It was suggested that the fee for the plates be returned on the applicanv qualifying for a licence. Mr. Nicholson submitted that the method suggested would assist in bringing home to netr drivers a realisation of their responsibilities.
