SOUTH AFRICAN ALARM OPPOSITION 'TO RETURN "attitude of government (Received October 11, 10.55 p.m.) CAPETOWN. ment's attitude is unchnnged; namely, that it will never agree to the surrender of South-West or Tanganyika, but is not opposed to a general agreement for meeting German colonial claims elsewhere than in Africa.
