APPOINTMENT TO ROME DECISION BY GOVERNMENT ; LONDON, " Oct., 4 A message from Rome states that the correspondent of tho British United Press learns from official quarters that tho French Prime Minister, M. Edotiard Dafadter, informed the Italian Charge d'Affaires in Paris that France had decided to appoint an ambassador to ltoinp. Sections of the press, says a message from Paris, think it likely that the appointment will be ni'ado soon.
