HUGE EXPENDITURE BURDEN OF DEFENCE (Received September 27, 8.35 p.m.) TOKIO, Sept. 26 The Japanese Budget is estimated at £2G5,000,000, including £100,000,000 for new demands covering national defence and the expansion of facilities "behind the guns." " The fighting services demand a special military Budget in order to finance the hostilities in China after the fall of Hankow, which the Chinese are still vigorously defending.
