NEW ZEALAND MEASURE ENGLISH PRESS COMMENT LONDON, Sopt. 2 The Guardian, in a leading article, describes tho New Zealand Pensions Bill qs one of tho most notable social measures introduced by tho Dominion's first Labour Government. It reviews the programme, which it says would astonish and might alarm any country not having a vigorous record for social progress, "but New Zealand had led tho way in legislation of this kind long before a Socialist Government was in power thero or in any part of the British Commonwealth. "Tho present Government benefited by a buoyant Budget on which it might pursue its progressive ideals. If it is not tempted in its zeal to carry the Dominion beyond its means it will be remembered for carrying on a remarkable tradition."
