Penal clauses in tlie new bill provide for ,a maximum fine of £IOO for a first offence, and £SOO for a second offence. The bill will also prevent the broadcasting; of betting odds and totalisator dividends before the running of the last race.

The printing and publication of documents or newspapers by professional tipsters will be an offence punishable by a heavy fine. Legitimate newspapers, however, may continue to publish race forecasts in the form of ordinary news.
