MIGRATION PROBLEM A PERMANENT COUNCIL CO-ORDINATING EFFORT DEVELOPMENT ACTIVITIES By Telegraph—Press Association—Copyright LONDON, July 11 The Empire Development Conference, which commenced its sittings on June 14, was resumed at Glasgow to-day. It was decided to appoint a council on a permanent basis, with the object of coordinating public opinion and effort on the need for Empire development. It was also decided to urge the British Government to invite tho Dominion Governments to consider the possibility of early preparations for settlement, and to indicate their readiness to grant facilities for approved schemes. An amendment by the Scottish Nationalists that migration be delayed until the needs of Scotland aro attended to, particularly in depopulated areas, was defeated.

ADEQUATE NUTRITION PROVISION FOR PURCHASE SIR JOHN ORR'S VIEWS TOPICS FOR DISCUSSION [from our own correspondent] LONDON, June 25 Economic and defence problems of the British Empire will be discussed by eminent authorities at a conference to be opened by the Lord Provost of Glasgow in the Empire Exhibition. One of tho speakers will be Sir John Orr. He believes that tho provision of means for purchasing adequate nutrition, in tho interests of physical fitness, would create a huge additional market for selected primary products, and give scope for employment on a greatly widened basis both in Groat Britain and in the Dominions. In Sir John's opinion, this would go far toward solving the problem of the Dominions by providing increased markets for their products, besides helping to arrest, and ultimately reverse, tho decline in the birthrate by establishing greater economic security for tho Empire peoples. The dependence of the Empire upon maritime trade, and its protection, will be dealt with by Vice-Admiral E. A. Taylor, M.P. He will discuss threats against outlying parts of the Empire and trade routes and the need for assistance from the Dominions for Imperial defence. Viscount Home will speak on tho general aspects of the problem.

Mr. C. G. Ammon, M.P., will take the themes of the preceding addresses, and show how vitally they affect the life and tho welfare of tho ordinary man. A motion will be submitted for the appointment of a permanent standing committee of the conference to coordinate public opinion and effort in the United Kingdom, the Dominions and the Colonies on tho imperative need for Empire development. The motion will also reaffirm the resolutions of the Guildhall Conference held last October. Theso urged the British Government to take the necessary steps, in consultation with the Dominions Governments, to establish a whole-time Empire Development Board, in co-operation with similar bodies in the Dominions, to initiate, consider and aid in carrying into effect all forms of useful Empire activities.
