LABOUR NOMINEE WINS RETURN OF MR. C. BAILEY FORMER COUNCIL MEMBER RECORD VOTING RECORDED The by-election held yesterday to fill the vacancy on the Auckland City Council caused by 'the death of Sir George Richardson resulted in a victory for the official Labour candidate, Mr. C. Bailey, who defeated the nominee of the and Ratepayers' Association, Mr. H. J. Butcher, by 638 votes. Sir George Richardson was a Citizens' Association representative. Voting was slow in the morning, but interest quickened in the early afternoon, with the result that at the end of the day tho record vote had been recorded. At the by-election in May, 1936, to fill one seat, there was a total vote of 6977, or about 11 per cent of those on the roll. When the municipal elections were held in May of this year there was a total vote of 42,918, or 65 per cent of the roll strength. Yesterday's vote represented approximately 33 per cent of the total. The counting of the votes after the poll closed at seven o'clock last night was done expeditiously. The first return was received at the Town Hall from Blockhouse Bay at 7.10, and tbp result was known shortly before eight o'clock. Mr. Bailey was formerly a member of the City Council, having occupied a seat for five years up to May last, when he was defeated at the municipal election. He had been chairman of the Public Services Committee of the council.
