The following is nn extract from the New Zealand Herald of July 6, 18S8: "There can be no doubt that the general cost of the railways, and the necessity for increased expenditure consequent on the opening, of the lines, have greatly exceeded the estimate formed by successive Ministers. In ISB2, when 1333 miles of railway were open, the Minister for Public Works declared that in order to 'complete and properly re-equip 1 those lines, so as to proviefl for 'the unexpected and large mere# 8 of traffic, and to materially facility® the working of the lines,' an expenditure of £376.000 was required.
