WORLD TRADES UNIONS FEDERATION'S DECISION OSLO, May 20 The General Council of the International Federation of Trades Unions decided not to admit Russian unions on the ground that affiliation would be inconsistent with democracy. Dissentients were representatives from France, Spain and Mexico. A proposal by.the United States and other delegates to terminate the negotiations with Russia was carried by 14 votes to 7, tho United States representative asking: "How could we fight dictatorships if wo went arm in arm with Stalin?"
