UNITED STATES PRESIDENT'S PUNS LARGE GRANT SOUGHT REQUEST TO CONGRESS PEACE-TIME RECORD By Telegraph—Press Association —Copyright (Received May 22, 5.5 p.m.) WASHINGTON, May 21 The new appropriation for the United States Navy, for which President Roosevelt is asking Congress, totals 23,875,000 dolla r s. This will expand the 1939 defence Budget to more than 1,100,000,000 dollars — a record for a time of peace.

Mr. Roosevelt, disregarding the advice of high naval officers, is asking for 500,000 dollars in order to start the building of a dirigible which is to be limited to a total cost of 3,000,000. The remainder is earmarked as follows: —A sum of 16,500,000 dollars to start one aircraft-carrier, two light cruisers, a destroyer tender, one large seaplane tender, two small ones, two oil tankers, a mine-layer and two Fleet tugs, also to carry out experiments with speedy torpedo boats. A sum of 3,375,000 dollars for nine patrol aeroplanes each with four engines, and 3,500,000 dollars for improving Navy yards.
