LOCARNO TREATY

POWERS' OBLIGATIONS STATEMENT IN COMMONS BRITAIN, FRANCE AND BELGIUM (Received April 8, 5.5 p.m.) British Wjrcless RUGBY, April 7 The Under-Secretary for Foreign Affairs, Mr. 11. A. Butler, answering a question in the House of Commons as to whether the provisions of the Treaty of Locarno were still held to be binding on the signatory Powers, said that Germany had declared on March 7, 11)36, that she regarded herself as no longer bound by the Locarno Treaty, which she considered as dissolved. •

This did not, however, affect the obligations and interests of the other partics to the treaty, which were reaffirmed in the arrangement drawn up in London on March 19, 1936.

The position of Belgium was subsequently modified by a joint communication addressed to Belgium on April 24 last, in which Britain and France declared they considered Belgium to be released from all obligations toward them resulting from the Treaty of Local-no and the arrangements of March 19, 1936. The obligations of Britain and Franco toward Belgium and of Britain toward France under the treaty remained unaffected.
