ROOSEVELT'S ACTION (Received March 23, 5.5 p.m.) WASHINGTON, March 22 A controversy which presents one of the gravest threats to tho prestige of President Roosevelt come to a head when tho President removed the chairman of the Tennessee Valley Authority, Mr. Arthur Morgan, because the latter refused to substantiate charges he had made against two other members of that body, except before a committee of Congress. Mr. Morgan had openly defied Mr. Roosevelt at several bearings beforo the President. The bitter controversy which has resulted lias attracted nation-wide attention and is expected to have important political repercussions. An investigation of the whole matter t •P n f= ress now considered certain. In the meantime the question has been raised as to the President's power to remove Mr. Morgan.
