This provides for the mobilisation, of the fighting forces with the co-operatio'i of the civil and military authorities under a single war, command, the mobilisation of industry under a .Minister specially appointed, and mobilisation for defence against aircraft. The underlying principles of the bill are that everything and everybody must aid in the defence of the nation, and a war must not be a source of profit
