SCOTLAND YARD SYSTEM HIGH PRAISE FROM G-MAN Mr. Edmund P. Coffcv, assistant-chief of the United States G-Men, returned to America lately full of ideas from the police departments of Europe and of admiration for the British C.I.D. The strongest impression he took across the Atlantic is of Britain's finger-print system. As he puts it, "Scotland Yard is the 'daddy' of fingerprint crime detection." Mr. Coffey has been in every European country as the emissary of Mr. J.
