Neven-Spenco (Conservative— Orkney and Shetland) introduced * bill for the registration of still-born infants in Scotland, where, he pointed ®ut, the infantile mortality was 82 per 1000 births, compared with 59 per 1000 ® England and 31 per 1000 in New Zealand, although the latter country -largely populated with people of Scottish' descent.
