COMMISSION'S REPORT LABOUR MOTION LOST (Received March 1, 5.5 p.m.) LONDON, Feb. 28 A Labour motion to reduce the vote for the Colonial Office for the purpose of debating the Trinidad Commission's report was defeated in the House of Commons to-day by 194 votes to 101. Labour members contended that miserably low wages were the real cause of the disturbances in Trinidad. The Colonial Secretary, Mr. W. Ormsby-Gore, said collective bargaining between labour and capital was the only way of solving the wages problem. A Board of Trade investigator had been instructed that it was vital that there should be properly organised trades unions in Trinidad and machinery for the adjustment of wages and conditions of labour.
