It drafted the text of a model convention for use by the Governments in concluding among themselves arrangement in favour of indigent foreigners. The model convention is based on the idea that national legal protection must extend to foreigners living in the country and that the principles of humanity and social order justify public aid to foreigners without means of subsistence. The regulation of social insurance, unemployment relief and judicial assistance is left outside the scope of the convention. The number of foreigners in the world who might benefit by the assistance outlined in the convention is estimated at 29,000,000.
