RUMANIAN CONSTITUTION KING CAROL'S SPEECH BUCHAREST, Feb. 27 Before a distinguished assembly, King Carol signed the new Constitution, under which Rumania becomes a corporative State on 1' ascist lines.^ In his speech King Carol emphasised that the individual rights of citizens remained intact, but that they must carry oil their duty to the State.
