EFFECTS OF BIRTH RATE DECLINE IN POPULATION [from our own correspondent] LONDON, Feb. 5 The possible effect of the birth rate on school population was discussed by public school headmasters at a conference at Winchester. Miss Grace Leybourne, who is investigating the problem, sa.id that in 1938 the numbers of the secondary school population would begin to decline, the trend accelerating in future years. It could be neutralised by an increasing desire of parents in favour of secondary school education. Figures proved that between 1913 and 1933 the public school population had declined, while that of the secondary sehools had increased. There was no evidence to show that the public schools would get an increased share of the diminishing school population in the future. Reduction of charges or an increase of attraction was suggested as the only means of arresting the decline.
