MANY OFFICERS TO RETIRE (Received February 20, 5.6 p.m.) SOFIA, Feb. 10 A careful rejuvenation of the Bulgarian Army carried out by General Loukoff, whom King Boris dismissed in January, has now been annulled by a stroke of tlie pen by a Royal decree. Dozens of high officers have been relegated to the retired list.
