APPEAL BOARD CHAIRMAN MR. W. F. STILWELL APPOINTED [by telegraph—press association] WELLINGTON, Friday The Prime> Minister, Mr. Savage, announced to-day the appointment of Mr. W. F. Stilwell, S.M., as a memberand chairman of the Public Service Board of Appeal in succession to Colonel J. J. Esson, who has retired from the position of chairman after 11 years' service.
