SINGAPORE MANOEUVRES FIXTURE FOR FEBRUARY 5 WIDE AREA INVOKED (Received January 28, 9.35 p.m.) SINGAPORE, Jan. 2S The first "black-out" in Singapore, will take place between 2 a.m. and. 6 a.m. on February 5 in an area which, includes the coast east of Singapore# town and the whole town south of theSingapore River. The latter section includes the densely-populated Chinatown, which in many parts arc a blaz® of light all night. The "black-out" will coincide witfe. -the last day of the military, naval and."" air manoeuvres, when the "battle" is expected to be at its hottest.
